How do I know i have a web host acct. I have a domain but cant seem to publish

to it because error msg say no? my internet in on line and i can check my mail but i can't publish to my web page. I get error "no internet connection" I have internet and check my mail. whats the deat. Yahoo says my page is active but i am having problems getting to it. I try reading help topic but I really need step by step easy instruction.
When I try to contact you on the contact us help page it just takes me around the same page over and over and over. I can't continue to next page.
