Default How to I make CSS Dropdown Menus appear over page elements?

I know how to make a dropdown menu. I've done that quite well and it's very appealing in the context of my page-- but there's a problem. The dropdown menu will go behind the elements on the body page. I don't want that to happen as you can't get to all of the links when there's large images and Header tags on the body. How do I fix this? Is there a line I'm missing to position it on top?
