WoW Private Server?

How do you make a private server on World Of Warcraft because i have seen so many videos of people using them and they look so fun with all the spell tweeks and lvl up whenever and epic drops from any mobs!
But what i heard is that you need to hack Blizzard to get one! Is that true? I sure hope not!

Realm: Dragonblight

Guild: Soul Reapers United
U can whisper me in game too if in my realm
